男醫生在B站直播病人做婦科手術警方涉事醫生已抓獲

近日有網友爆料，B站疑似有男醫生直播婦科手術。

2022年1月18日16時許，日照市公安局東港分局接群眾舉報一醫生疑似在網上直播婦科手術片段，遂即對涉事醫院相關人員進行調查，於18時許將涉事醫生厲某抓獲。目前已立案，案件正在進一步偵查中。

A doctor surnamed Li who allegedly livestreamed a gynecological operation has been arrested, police in the Donggang district of Rizhao, Shandong province, said on Tuesday.

The police received a report about the incident at 4 pm on Tuesday that said the video had appeared on Bilibili, a popular online video sharing and entertainment platform, on Saturday.

東港警方提醒：該視頻、圖片涉及個人隱私，請廣大網民不議論、不傳播，違者依法追究法律責任。

據爆料網友稱，自己於1月15日下午偶然在B站進入一直播間，從直播間的對話內容得知，系一名男性麻醉師在一名女患者做婦科手術時進行的直播。

該網友還稱，在直播過程中，女患者曾詢問一名在場的女醫生，現場的男性人員是否是為其做手術的醫生，女醫生表示此人是麻醉師。

此後，爆料網友稱，因不知情，女患者在手術期間一直被該名男麻醉師偷拍隱私部位並直播，“期間，男麻醉師的同事也沒有阻止該行為。”

During the livestream, the patient asked a female doctor whether a man in the room was the doctor who would perform the operation on her and was told that he was the anesthesiologist, not the surgeon, according to a Bilibili user who entered the livestream accidentally on Saturday and reported it to the platform while the livestream was going on.

In the livestream, the man presented photos of the patient's genitalia, with the patient unaware of what he was doing, the Bilibili user said, adding that the man's colleague didn't stop him from taking photos or livestreaming.

對於此事，B站18日晚回應稱：經內部核查，您反饋的直播間於1月15日直播過程中被多次警告及切斷，隨後被永久封禁。目前我們已向公安機關進行舉報，並將積極配合警方開展調查取證。

The livestream was cut off after several warnings and the livestreaming account has been closed, Bilibili said on Tuesday.

▌監控視頻多次被上傳B站

跟手術直播相比，更可怕的是“攝像頭直播”。

就在不久之前，有網友發現B站上存在疑似破解學校、醫院等公共場所攝像頭後獲得的實時監控視頻，視頻下的評論也十分不堪。

該網友認為，“這條‘黑產’可能已經形成了，他們做這種賬號大概率是為了拉人進付費群，而且不僅是公共攝像頭可能被破解泄露，還有家庭攝像頭也會有被破解的風險。”

It was not the first time that improper videos have appeared on Bilibili.

On Monday, a Bilibili user disclosed that surveillance videos from public places such as schools and hospitals had been released on the video platform. The videos were suspected of being uploaded by someone who accessed cameras illegally.

對此，B站在1月17日表示，已下架相關內容，對上傳上述內容的賬號進行了封禁，並將賬號信息報備給了主管部門，後續調查正在進行中。

The videos had been removed from the platform, Bilibili said on Monday.

B站還警告，此類行為涉嫌嚴重侵犯個人隱私，屬於違法行為。一經發現，將會依法嚴肅處理。如果用戶發現此類內容，請立即聯繫在線客服。

▌直播管控有待加強

針對近年來出現的不良直播的管控問題，中國政法大學傳播法研究中心副主任朱巍說，對於平臺而言，法律責任是最基本的責任。按照《網絡安全法》、《互聯網直播服務管理規定》等，平臺企業必須要遵守法律底線，平臺越大，責任就越大，這應該是成正比的，這就是所謂的社會責任。

Zhu Wei, deputy director of the communications law research center at China University of Political Science and Law, said "legal, social and moral responsibilities are the main responsibilities that network platform runners should take" in their daily work.
中國政法大學傳播法研究中心副主任朱巍說，“直播平臺不僅承擔法律責任，還有社會責任和道德責任。”

“一旦出現問題，需要加大懲戒力度。對於涉事主播，應該是信用聯合懲戒；對於涉事平臺，不僅要罰款，也要有一種信用懲戒，健全行業的準入機制。”

"If improper activities occur, punishments shall be enforced," he said. "For livestreamers who violate regulations, punishments shall be added on their credit records and for the platform runners, they shall be given a fine and also have credit punishments."
